Adjudging his strategic and managerial acumen, he was appointed as the Additional Inspector General of Police in 2011 and thus the police command of Kathmandu Valley was tendered to him as the Commissioner of Metropolitan Police Office, Kathmandu. He strived towards developing fair and professional police service as well as applying prudent resource management and mobilization to ensure effective service delivery and maintenance of law and order within the valley. Rana had served as In-Charge of seven District Police Offices and two Zonal Police Offices. He was promoted to the rank of Deputy Inspector General of Police in 2008 and served as the Chief of Western Regional Police Office, Pokhara. His exemplary police service is well remembered in the Western region.

Two human rights groups have opposed Rana's appointment, as he was the Officer-in- charge, when five students from Dhanusa District of Nepal disappeared and found dead during a security operation conducted during 2003.

He was promoted to the Inspector General of Police by the government of Nepal after succeeding Rabindra Pratap Shah as the police chief on September 13, 2012.
